Resource hint links (preload, prefetch, preconnect, dns-prefetch) should all go through shouldInterceptRequest on Android. preconnect and dns-prefetch don't fetch content — we verify via a follow-up fetch. The web app manifest test checks whether the manifest JSON is fetched.
